Fire Chief, Jeff Faucett

Fire Chief Jeff Faucett began his career in 1992 as a volunteer firefighter with Fire District 7 and joined South Kitsap Fire and Rescue in 1998. Rising through the ranks—Lieutenant, Captain, Battalion Chief, Division Chief, and Assistant Chief—he was appointed Fire Chief on July 1, 2020.

He holds an Associate’s Degree in Fire Science, a Bachelor’s in Fire Administration, and a Master’s in Management and Leadership. He is a graduate of the National Fire Academy’s Executive Fire Officer Program and has earned the Chief Fire Officer Designation from the Commission on Public Safety Excellence.

Chief Faucett serves on the Board of the Washington Fire Chiefs as Legislative Chair and represents Washington State as the Western Fire Chiefs Director. Locally, he is President of the Kitsap Fire Chiefs Association and President-Elect of the Port Orchard Rotary.

Committed to delivering the highest level of service to South Kitsap, his priorities include meeting national staffing standards, improving operational efficiency, and mentoring future leaders.

Jeff and his wife, Fawnda, enjoy traveling, golf, sports, and time with their three children, granddaughters Emmie and Rowyn, and extended family.

Deputy Chief, Josh Hurguy

Emergency Services

Deputy Chief Josh Hurguy began his career in Tucson, AZ with a small, private ambulance company in 1997. In 2001, he was hired as a Firefighter/Paramedic with Golder Ranch Fire District, just northwest of the metropolitan Tucson area. During his 20 years with GRFD, Chief Hurguy served as a Captain, Community Relations Manager and PIO, Battalion Chief, and Deputy Chief. After spending his entire life in the desert southwest, Chief Hurguy was ready for a change and jumped at the opportunity to join South Kitsap Fire and Rescue.

Chief Hurguy holds an Associate’s degree in Paramedicine from Pima Community College, a Bachelor’s in Public Agency Service from Northern Arizona University, and a Master’s in Administration, also from NAU. In 2019, Chief Hurguy completed the Executive Fire Officer Program through the National Fire Academy as well.

Chief Hurguy and his wife Erin have two daughters (Emma and Tessa), and are excited to make their new home in the Pacific Northwest.

Deputy Chief, Cody Goodwin

Operations

Deputy Chief Cody Goodwin has worked for South Kitsap Fire & Rescue his entire career. He started as a volunteer in 1991 and was hired as a career firefighter in 1997. As a firefighter, Cody focused on technical rescue as a specialty. Cody currently is a technician in Rope Rescue, Confined Space Rescue, Trench Rescue, and Heavy Rescue. He is also a specialist in Building Collapse Rescue and Auto Extrication. Cody has worked through ranks of Firefighter, Lieutenant, Captain and now Battalion Chief.

Much of Cody’s career was dedicated to teaching. Cody has taught classes in Fire Pump Operations, Technical Rescue and Flashover and Fire ground Operations at various locations across the state and Maritime Firefighting and Fire Ground Operations across the nation and even Okinawa. He has also held positions within Local 2876 including Vice President and Political Action Coordinator.

Cody and his wife Rachel live in South Kitsap. Together, they have six daughters and two grandchildren that they are very proud of.

Assistant Chief, Jon Gudmundsen

Chief of the Kitsap County Fire Training Consortium

Assistant Chief Jon Gudmundsen started in the fire service in 1988, volunteering with his small hometown department in Grays River, Wa.  In 1989, he enrolled in Bates Technical College Fire Service Training Program and also became a resident firefighter/EMT with South Kitsap Fire and Rescue (then KCFD #7).  He was hired full-time by SKFR in 1991.

Since his initial employment with SKFR; Jon has filled the role of Firefighter, Lieutenant, Captain, Battalion Chief, Division Chief of Operations and Division Chief of Professional Development.  During his career he has committed himself to numerous roles, committees and projects for SKFR, the firefighters local (L2876), the Chiefs local (L3817) and contributed towards the collaboration and growth of the region’s fire service.

Promoted to Assistant Chief in January of 2025, Jon now serves as Chief of the Kitsap County Fire Training Consortium (KCFTC). The KCFTC oversees the collaborative training and development of roughly 500 firefighters from our county’s six fire departments.

Jon and his wife Angie have a combined seven kids and three grandchildren.  They share their spare time with kids, grandkids, their home in Poulsbo and a family farm in SW Washington.  When time allows, they like to get away for a good road trip or a crazy adventure.

Division Chief, Cody Baker

 

Training Chief

I am grateful for the opportunity to serve the community and crews of South Kitsap Fire and Rescue as a Division Chief. Starting with SKFR (then Fire District 7) in 2004 as a volunteer firefighter in training I quickly realized the impact that SKFR crews have on people’s lives which further fueled my desire to make this my career. Through favorable timing and hard work, I was fortunate to become a professional firefighter with SKFR in 2006 and have served here since. As a firefighter I decided to expand my scope of knowledge and attended paramedic training at Tacoma community College. Following training I worked as a Paramedic and continued as a paramedic while working as a Lieutenant and Captain. After fulfilling some temporary fill-in assignments as a Battalion Chief, I was afforded an opportunity to lead the operations division as a Division Chief.  

Outside of work I get to be a husband and a father to my patient wife and rambunctious daughter. I grew up playing hockey, which certainly shaped me through my formative years. My shared experience as part of teams growing up has proven to be analogous to the experience I have gained within SKFR. I enjoy shared experiences with great people, learning new skills, and challenges often in the form of physical exertion. Thank you SKFR team and community for the privilege to serve and lead.

 

 

Division Chief, Matt Million

Division Chief of Prevention

Division Chief Matt Million is a long time Port Orchard native; growing up and graduating from South Kitsap High School. Matt and his family currently live in Port Orchard. Matt has been with SKFR since 1997 where he started his fire service career as a Resident/Volunteer firefighter. Matt got hired as a full time Firefighter/EMT in April of 2000. In 2005 Matt decided to expand his role and responsibilities and become a Paramedic. Matt successfully completed his Paramedic Program at Tacoma Community College and started working as a Paramedic in 2006. Matt served as a shift Firefighter Paramedic from 2006 – 2018. Starting in April of 2018, Matt was promoted as the Battalion Chief Medical Services Officer.

In 2025, Matt was promoted to Division Chief of Prevention. He over sees the Community Risk Reduction, CARES Program, Public Relations and Outreach, Chaplins Program and Peer Support.

Matt currently has two College degrees. He holds one Associate’s degree in Fire Science from Olympic College and another Associate’s Degree in Emergency Medical Services from Tacoma Community College. Matt served as a Labor Representative for IAFF Local 2876 for ten years in many different positions ending as union president prior to his promotion.
