A Message From The Fire Chief
I've been proud to serve South Kitsap for more than 25 years, starting as a volunteer firefighter and growing into the role of Fire Chief. Along the way, I’ve learned that this job isn’t just about responding to emergencies — it’s about the people we serve and the team we work alongside every day. I am committed to delivering the highest level of service to this community by ensuring we meet national staffing standards, improve operational efficiency, and mentor the next generation of leaders. My goal is to lead with care, accountability, and as a servant-leader, so our community can trust that we are ready when it matters most.
— Jeff Faucett, Chief Fire Officer of South Kitsap Fire and Rescue
From Tuscon, AZ to Port Orchard, WA, Deputy Chief Josh Hurguy brings over 25 years of fire and emergency service experience having started his career in 1997 at a small private ambulance company. Originally drawn to medicine while pursuing his undergrad, Josh found his calling in emergency services — where every day offered a new challenge and the opportunity to improve someone’s life. He advanced quickly, serving as a Firefighter/Paramedic, Captain, Community Relations Manager and Public Information Officer, Battalion Chief, and Deputy Chief with Golder Ranch Fire District before joining SKFR.
Josh holds an Associate’s degree in Paramedicine, a Bachelor’s in Public Agency Service, a Master’s in Administration, and is a graduate of the National Fire Academy’s Executive Fire Officer Program.
Leading our Administrative Services, he is driven by a belief in service over recognition — building systems, developing opportunities and supporting people to leave a lasting, positive impact on our community behind the scenes. Josh is dedicated to improving the quality of life for those he serves and finds it most rewarding to help others achieve life-changing milestones in their careers.
Driven by an early calling to serve and a lifelong commitment to mastery, Deputy Chief Cody Goodwin has dedicated his career to strengthening South Kitsap Fire & Rescue. Beginning as an 18-year-old volunteer in 1991, Cody immersed himself in every aspect of the profession and has worked through all fire service ranks.
His commitment to team development led him to technical rescue, where he helped strengthen SKFR’s capabilities by becoming one of the department’s first technicians certified across all rescue disciplines — including rope, confined space, trench, heavy rescue, and building collapse operations
A dedicated student turned instructor, Cody has taught fire behavior and Fire Apparatus Operations statewide, nationally, and internationally. He takes pride in team-based accomplishments: mentoring colleagues into leadership roles, improving staffing and response efficiencies, and contributing to SKFR’s growth over his 30+ years.
Promoted to Deputy Chief of Emergency Services in 2023, Cody continues to apply a situational leadership style that empowers teams, protects the community, and supports personnel.
Cody Baker’s path into fire service was solidified by the age of 16, influenced by two people: a grandfather who served as a fire chief and a high-school teacher who was a retired training chief — roles that mirror the work he leads today. Their mentorship, paired with his first ride-along where he witnessed firefighters save a choking toddler first-hand, shaped his commitment to a profession built on skill, compassion, and teamwork.
Cody joined South Kitsap Fire and Rescue in 2004 as a volunteer firefighter and became a career firefighter in 2006. He expanded his scope of emergency medical training by becoming a Paramedic and served as Lieutenant, Captain, and Battalion Chief before being promoted to Division Chief in Operations in 2023. With over 20 years of experience, his leadership brought him to become Division Chief of Health, Safety & Training in 2025.
What drives Cody is empowering others: equipping crews to perform at their best, strengthening team culture, and serving as a “force multiplier” whose work makes the organization better and stronger. In turn, he hopes to inspire those in his community to have the same mindset and impact.

Mike has called South Kitsap home since relocating to Port Orchard in 1996. Driven by a passion for helping others, he built a 35-year career in the fire service, rising through the ranks and spending the majority of his career as a Captain, including over 12 years in Union leadership.
Today, he serves as SKFR’s Division Chief of Emergency Medical Services, holding a bachelor’s degree in allied health and numerous fire service certifications, including paramedicine, technical rescue, leadership, and senior EMS instructor.
